Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the presentation of a new 28-point plan for ending the war appeared – briefly – to have been contained. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of contrasting events captured the harsh reality of the recent timeframe. By day, diplomatic battles are conducted: optimistic declarations are issued from different nations. Considerable effort is devoted on restraining certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "settlement".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is capable of detecting projectile deployments from Russian territory, a ability enabled by up-to-date information. From vantage locations, military aircraft that had been scrambled to engage hostile aerial threats roared overhead – advanced fighter aircraft delivered to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems engaged: several firings deployed against a incoming threat. This was a advanced protection mechanism at work, most likely provided by partner states. Every firing shakes the surroundings, causing tremors. The moment of terror quickly transforms into resigned acknowledgment: possibly the approaching threat won't hit its mark this time, sparing the city from devastation and another blackout.
Persistent Threats
Not long after, a large-caliber weapon opened up on a drone in the vicinity, part of a mobile-fire group – most likely imported technology. Regrettably, the bullets missed the hostile drone – it maintained course toward its objective.
With pauses, this persisted until dawn. Kyiv faced the early updates: seven people killed, devastation and utility failures in multiple buildings as a result of the evening attack. As customarily, everyone still went about their day – enduring hostilities. But those full day illustrated Ukraine's critical military reliance on Western support – a dependence that neighboring countries are clearly incapable to replace in the immediate future.
Failed Diplomacy
The detailed framework from Washington generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new initiative from American administration follows the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually achieve victory. This pattern will, undoubtedly, persist.
Strategic Calculations
It is tempting to accuse certain parties of persistently promoting Kremlin's demands. But that does not seem to be the whole story. Washington functions according to a principle understood by international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The American government presumes that it is unrealistic to pressure the Kremlin to abandon the territory that it already controls in Ukraine's southern or eastern regions.
The challenge is that while recognising this factual reality, American administration does minimal to prevent Kremlin actions, through words or deeds, from assuming that the situation will not shift further in its advantage in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their incentive to accept conditions that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing civilians and areas but preventing a total frontline collapse until circumstances change in its benefit.
Present Conditions
Factually, there are no genuine requirements for a truce. Now, personal considerations are coming into play: personal goals to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unsuitable, so that their priority does not switch to domestic problems. And although their mission will now be much harder after recent developments, it remains quite doubtful that this will modify their basic position.
These two forces are driving the talks.
Assessment and Future
It took a only one week to eliminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, latest revelations, all achieved their purpose.
While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to change the course of events, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, primarily depend on ongoing international assistance.
